Clean Water State Revolving Fund Project Planning Document


Monroe Charter Township is a participating member of the Monroe Metropolitan Water Pollution Control System (MMWPCS). The City of Monroe, as the operator of the MMWPCS, will hold a public presentation for the Township for the purpose of receiving public comments and input regarding the proposed Fiscal Year 2025 Clean Water State Revolving Fund (CWSRF) Project Planning Document for the MMWPCS. 


The Project Planning Document includes the following projects in the wastewater collection system and at the Wastewater Treatment Plant (WWTP):

  • Project 1: Corrective Action Plan Sewer Rehabilitation

  • Project 2: WWTP Raw Sewage Pump Replacement

  • Project 3: WWTP Primary Tanks 3 and 4 Rehabilitation

  • Project 4: Sunset Pump Station Bar Screen Retrofit

  • Project 5: South Monroe Pump Station Rehabilitation


Project 1 involves sewer rehabilitation to remove clear water from the sanitary sewer system. This work follows an enforceable schedule required by the Michigan Department of Environment, Great Lakes, and Energy to eliminate effluent blending at the WWTP. Projects 2 through 4 include rehabilitation and/or replacement of assets critical to the operation of the WWTP. Project 5 will modernize and improve the safety/accessibility of the South Monroe Pump Station. The City of Monroe is applying for a $9-million-dollar CWSRF loan to fund construction of the projects in 2025 and 2026.


The projects will improve the reliability of the WWTP and collection system. The projects will also improve water quality to the River Raisin and Lake Erie by reducing the blending of primary and secondary effluent at the WWTP.


The CWSRF loan is intended to be paid for through user rates. The estimated annual loan payment is $604,941 over a 20-year period assuming a 3% interest rate. The new loan is expected to increase sewer system user rates for the average residential user by approximately 5%.

The public presentation will be held during the regularly scheduled Township Board Meeting at 7:00 p.m. on Tuesday, April 16, 2024. The meeting will be held at the Monroe Charter Township Hall located at 4925 East Dunbar Road, Monroe County, Michigan. 


Written comments regarding the Project Planning Document may be also submitted to Barry Laroy, Director of Water and Wastewater Utilities for the City of Monroe, at barry.laroy@monroemi.gov. Written comments must be received no later than Wednesday, April 17, 2024, for them to be considered as part of the public record. 


Persons wishing to receive further notice of the project are welcome to provide their email address at the meeting or by written comment prior to the expiration of the public comment period on April 17, 2024.
